Who We Are

TC Wolfe
President of the Board
With approximately 15 years lobbying before the United States Congress, TC Wolfe has built his career advocating for good public policy and a healthy and fair federal regulatory environment. His commitment to trust and honesty in his career has enabled many relationships to develop over the years with Members of Congress, Congressional Staff, and executive branch political appointees and bureaucrats. Wolfe brings a hard work ethic coupled with a good gut instinct and a robust knowledge of both the legislative and political processes, allowing him to better serve his clients and partners.
TC’s area of expertise is in primary, secondary and post-secondary education; he has also developed extensive knowledge in healthcare, information technology, municipal government, immigration reform, veterans’ affairs, mental health initiatives and the Congressional appropriations process. He has enjoyed offering overall political and situational strategy advisement, consultation on executive communications, key messages and grassroots lobbying and mobilization efforts.
Wolfe resides in Washington, D.C. and maintains an office in Miami, FL and is a proud graduate of The Ohio State University.
Belinda Caballero
Board Member
Belinda Caballero currently serves as President and CEO of BC Medical Billing. Having two decades of experience in the medical industry and more than eleven years in billing and coding, she began her career as a Cardiology and Radiology Technician in 1998 and became practice administrator for a cardiology office in 2006. She currently oversees a full-time staff, working hard every day to deliver quality results and savings in recovered revenue. Her knowledge in operations improvement, revenue cycle management, employee training and retention, reimbursements, billing and coding sectors, and insurance contracting and negotiations allows her to accomplish significant achievements for the company’s clients.
Belinda has excelled in academics as well – she graduated with a Master’s in Business Administration from American Intercontinental University, her Bachelors of Arts from Thomas Edison State College and an Associate’s Degree from Everest Institute. In a demonstration to quality and excellence in her profession, she holds many certifications, including: Certified Professional Coder, Florida Licensed Radiology Technologist and Registered Medical Assistant.


Josh Dieguez
Board Member
Town of Miami Lakes Mayor Joshua Dieguez journey in civic engagement began early, with a foundational internship in town government, and evolved through meaningful roles on the Elderly Affairs Committee, the Neighborhood Improvement Committee, and the Charter Revision Commission. These early experiences grounded Josh in the values of accessibility, responsiveness, and inclusive policymaking. As a Town Councilmember since 2018 and now as Mayor of Miami Lakes, Josh has consistently demonstrated a results-oriented leadership style. He has championed initiatives that align with H.O.P.E.'s mission—especially those that strengthen infrastructure, support vulnerable populations, and preserve community well-being. From voting to reduce property taxes to advocating for record investments in drainage infrastructure and public safety, Josh's public service record speaks to a deep commitment to sustainable and equitable growth.
On the H.O.P.E. Mission Board, Josh brings not only his governance experience but also his legal expertise and his passion for building communities that truly live up to their potential. His presence on the board enhances the organization’s ability to advocate effectively, steward resources responsibly, and expand its reach in Miami Lakes and beyond.

Jeanette Rubio
Board Member
Jeanette Rubio brings a diverse background of community involvement, professional experience, and charitable service to her role on the HOPE Mission board. A lifelong Floridian, she attended South Miami High School and later studied at Miami Dade College.
Jeanette began her career as a bank teller before joining the Miami Dolphins as a cheerleader. Her dedication to charitable causes led her to work part-time for a philanthropic foundation founded by Norman Braman, a prominent business leader and supporter of civic initiatives.
Her experience in public service includes a role as financial manager for her husband Marco Rubio’s campaign for Speaker of the Florida House of Representatives.
As a board member of HOPE Mission, Jeanette is committed to supporting vulnerable communities through compassionate outreach and service-driven leadership. Her background reflects a continued passion for family, faith, and giving back to those in need.
